Description of project:
The overall objective of the TA-4080 is to contribute to continuing enhancement of OOG's capacity in assisting the Government in national- level policy coordination and decision making.
The outcomes of the program include:
- enhance the policy analysis capability of OOG officials
- formulate new working rules and procedures and develop internal capacity for improving policy decision-making processes
- assist in improving monitoring of the implementation of government decisions
- assist in internal capacity building in coordination, leadership, and change management. All these activities will be undertaken following a participatory (process) approach involving OOG officials and leaders. It is also envisaged that the TA would provide OOG’s core senior officials an opportunity to familiarize themselves with best practices abroad in administrative system reengineering.
Services provided:
Through our nominated consultant provide team leadership and coordinate the work of all consultants, including management of data and information analysis, contact with counterparts, preparation and timely completion of reports, workshops, seminars, and consultative meetings. Apply international experience in assisting the PMU/OOG in the conduct of a functional review of OOG’s coordination and policy formulation roles, with due regard to the formal decision support system and to the conduct of a base-line survey of existing practices. Take a leading role in the preparation of a handbook of standards for policy formulation and coordination, and in the design and implementation of skills assessment in OOG. Provide advice on OOG’s work relating to the modernization of work processes and rules throughout government. Prepare and submit quarterly progress reporting, in addition to specific tasks related reports, of acceptable quality to the ADB.
