Description of project:
The Project aimed to develop a more efficient and equitable tax collection system in Tonga, part of a range of measures to expand economic potential and encourage greater cooperation with the private sector.
The outcomes of the program include:
- Managerial and professional skills of the Revenue Departments personnel were enhanced through formal and on the job training, the development of a code of conduct for staff, and a human resource management system to integrate with the proposed civil service reforms.
- Skills development built staff capacity to implement organisational change, introduce new systems for data collection and performance indicators.
- Providing a basis for policy development and appropriate advice to the Government of Tonga.
Services provided:
Specific services included: analysis of the options and facilitation of the development of new organisational structures; training staff; development of capacity to review and revise administrative procedures; facilitation of changes in taxation; review and revise sales tax and customs policies and procedures; train staff in implementation of internationally accepted processes; introduction of enhanced systems for improving revenue collection and information management; provision of assistance in establishing linkages between Customs and the regional ASYCUDA ++ project; project monitoring and quality control.
