Description of project:
Technical, economic, financial, social and environmental appraisal of proposal to provide mixed credit funding to supply approximately 1,000 packaged photovoltaic systems in 49 municipalities in seven provinces in the Viscayas and Mindano. The systems would provide electricity for hospitals and health units, schools, municipal buildings and for pumping water supplies for barrangays.

Services provided:
Financial and economic analyses were undertaken of the proposals made by the Department of Local Government and potential suppliers of PV systems. Benefit estimates were based on costs of supplying electricity by alternative diesel generators, and economic rates of return calculated under alternative assumptions. Because of the important social impacts of the project on villagers, implementation and operational aspects were subjected to detailed analyses and a number of changes made to the design. Appraisals of technical amd environmental aspects (by affiliated firms) were incorporated in final report.
