Description of project:
This project planned to supply 72 villages in the eastern Indonesian provinces of Sulawesi, Maluku and Irian Jaya with hybrid energy systems consisting of diesel generators, photovoltaics, batteries and inverters. At present most households in these villages use kerosene lamps for lighting and rechargeable batteries for providing power for radios and television systems. The hybrid systems would enable power to be supplied to approximately 10 800 households which are occupied by more than 50 000 people. The capital costs f the project are high and the appraisal proposes that a demonstration project be substituted which could enable the benefits and costs of the alternative systems to be monitored and evaluated.
Services provided:
Made a field appraisal of the Outer Islands Hybrid Energy Project in Indonesia according to the DIFF Feasibility Study and Appraisal Guidelines and briefings provided by AusAID Advisory Services Group staff.
These included the following:
- Attending a briefing and making a preliminary analysis of the project in Australia prior to the field appraisal
- Assessing in the field the project’s likely impacts, sustainability and risks, according to the Guidelines supplied by AusAID
- Assessing the humanitarian and developmental worth of the projects, and their conformity with the spirit of the Helsinki Agreement
- Collecting all relevant information which was required to prepare draft and final appraisal reports and other documentation required by AusAID following return of the team to Australia
- Preparing an Aide Memoire for the project which provided preliminary judgements of likely appraisal outcomes which were cleared by AusAID staff prior to its discussion with the Indonesian Authorities
- Debriefing of AusAID, Canberra following completion of field work
