Description of project:
The project was designed to assist the Government of Himachal Pradesh (HP) in improving the quality of life, quality of the environment and energy efficiency of buildings in rural HP by building the capacity of its Project Management Cell and that of the rural building artisans, to effectively design and implement solar efficient design of their houses, schools and other buildings.

The outcomes of the program include:

• To assist in building the capacity of the Technical Project Management Cell of the CSTE to implement the Solar House Action Plan in Himachal Pradesh
• To assist in building the capacity of rural artisans (carpenters, masons and blacksmiths) to market passive solar technology and to design and construct/retrofit passive solar buildings, thereby enhancing their income generating potential
• To pilot the application of energy efficiency practice 25 private and government buildings, which are to be build in 1999-2001.

Services provided:
Revision of initial project design and development of logframe and work plan, workshops for HP project management cell and local artisans, training in passive solar design for senior technical people: in Australia by course work, lectures, workshops; in India, by workshops, courses or on- the-job training, design support, monitoring of building phase, on-the-job training and advice, monitoring of outcomes and evaluation report.
