Description of project:
The purpose of this activity was to provide technical assistance in stream lining workflows and the functioning of the Legislature towards a more efficient and effective support services to Members of the Eastern Cape Provincial Legislature.
The outcomes of the program include:
- Streamlining the workflows and functioning of the legislature towards a more efficient, effective and economical support service to Members of the Provincial Legislature.
- The standing committee systems and information systems including, inter alia, program of the legislature; monitoring and evaluation of staff support rendered during the oversight cycle; management and tracking of legislation; petitions and citizens oversight.
- Hansard and communication strategy.
- Address the backlog of skills that are inherent in the work force of post-apartheid South Africa.
- Assistance with information technology around the above is integral to the work flows and functioning.
Services provided:
Completed comprehensive work flow analysis of standing committees and prepare a final report with recommendations for improvements. Enhanced skills in relation to the monitoring and evaluation of the oversight cycle through the production of a best practice guide and several training sessions. Made recommendations for the optimal scheduling and programming of core business. Provided Mentoring and peer support to Committee staff during the oversight cycle of review of annual reports and financial oversight reports of executive departments. Skills transfer through on the job training and support was provided to inexperienced committee staff. Drafted a manual of procedure to guide committee staff in routine processes of a committee inquiry. Analysed the tracking systems needed around the legislative processes and petitions and complete a report with recommendations for improvement
